Colorado, already viewed as a renewable energy leader, took another step Monday when Gov. Bill Ritter signed into law a bill that will give the state the highest renewable energy standard in the Rocky Mountain West.

The Colorado House of Representives has passed a bill requiring Colorado utilities to use more renewable energy, sending the legislation to the governor Ritter's desk. The new law would increase the state renewable portfolio standard to 30%. That would make Colorado's Renewable Energy Standard one of the most aggressive in the nation.

Xcel plans tiered electricity rates this summer

The Public Utilities Commission Wednesday approved the two-tiered rate as part of Xcel's $128.3 million rate increase. The rate increase is mostly designed to pay for the new Unit III coal-fired power plant in Pueblo, CO.

Mercury pollution from Xcel Energy's new Comanche 3 power plant has become an issue even before the plant has gone online. The state Department of Public Health and Environment is re-evaluating the unit's pollution-control permit and an environmental group is suing to require tougher controls.

"We didn't know a lot about mercury or about mercury capture four years ago when Comanche 3's permit was written," said James Martin, director of the Department of Public Health and Environment.

Xcel selects green power

Xcel Energy on Monday proposed adding nearly 1,000 megawatts of solar and wind power to its energy portfolio by 2015. That is equal to a medium-sized coal-burning plant and enough energy to power 750,000 homes. The utility filed its plan with the Public Utilities Commission.

Under state law, Xcel must generate 20 percent of its power from renewable sources by 2020. It currently generates 10 percent of its electricity from renewables.
