Xcel Electric Resource Plan (ERP) Study Group - Second Meeting

The second Session will be on Monday, May 10, 2021 with one session at 10:30 am and one at 7 pm--Choose the time that is best for you. The sessions will cover the same information. Zoom information below.

The plan is to go for several sessions until we feel like we've gotten to know all we want to about Xcel's 2021 Electric Resource Plan (ERP) proposal (PUC proceeding 21A-0141E).*

(* Don't worry if you don't want to drill down this far. We'll do "Training Sessions" before the public hearing on the ERP and you'll get what you need to prepare strong testimony in an hour or so.)

We'll be working from Jim Hill's testimony (Xcel's top modeler).

This is intended to be a Study Group where we all help each other understand and think about the material. I'll send out the testimony and topic for the first few times and then we'll work together to decide how to structure the meetings as we dive deeper into what is being proposed. To start with, I'll plan on about a 10-15 minute PPT and the rest of the session will be devoted to discussion and planning for the next session as well as talking about how to disseminate the information.

We'll meet approximately every other Monday on the 2nd and 4th Monday's of the month through the spring and probably into the summer. We'll have one session at 10:30 am and one at 7 pm. These two sessions will cover approximately the same information

Topics will include:

  • Introduction and Overview

  • Coal Plant Options (including coal supply)

  • Coal Plant Cost Recovery--How to make it more equitable

  • Modeling--Assumptions and outputs

  • Utility scale v distributed solar

  • Discount rate--why it matters

  • Methane--How much for how long?

  • Transmission--Building but not overbuilding

  • Rate impacts--Say "What?"

  • Performance Incentive Mechanisms
